The additional units (numbers vary depending on the level) aren't new squads to command, rather they supplement your existing Fire, Assault, and Tank teams and will go and shoot at whatever you order those base teams to do. There's a ton of new features, but the three biggest lures in my mind are additional units, the command mod, and improved AI.
